Dishwasher DIY repair

Hoping there is someone here with appliance repair experience. My dishes have been coming out still covered in food. After researching I decided to test if the water was getting hot enough. The manual says that on the high heat setting it should be 135°, it didn't go past 109°. I read many articles and they all pointed to the same three possible causes: heating element, thermostat, or control panel. The first two are easy to test with a multimeter set to continuity, and they both tested good.
