I chipped what I thought was paint but it came off in ~2mm chunks. Appears to be plaster over concrete but idk if that makes sense. How can I fix it?

I chipped off everything that came easily / that I could without forcing it, so what's left is very well attached. This was most likely caused by ice dams in the attic, which have long since been fixed (I just bought this house a month ago). The house was built in 1930 in Minnesota.
