Exterior cement cladding, planning permission needed?

Good evening redditors, I have recently purchased this new build property which has been built in addition to the original existing property on the land (Which is cladded). 70% of the houses on the same street are also cladded. We've had a few quotes for black cladding from various installers, none of which, have mentioned the possibility of needing to obtain planning permission prior to works. When I have questioned this, they've all said its absolutely not required. Since spotting the original design, myself and the wife are drawn to the idea of emulating the barn conversion look (please see attached for inspiration) Having met the developer and knowing the story of the difficulty of the council approving the brick type, I thought it would be wise to contact our duty planner to seek their opinion. Low and behold, they suggested that we would need permission due to a change of building materials. I did however fail to mention that our existing fascia is already black (and the same material as cladding?) and therefore, could be argued that installing cladding would only add to the properties existing material. Is this a plausible argument? Is there anyway of getting cladding installed without the rigmarole of planning? Any advise is much appreciated!
