Giant laminate beam on bridge needs repairs badly. Need advice.

I have this bridge that's got 20+ years of deferred maintenance. It has or had termites at some point, it has water damage that caused it to crack open. Im not sure, but I think I can just cut off the top few laters, and replace with wood, using some sort of glue/apoxy and large lag bolts to anchor it to the rest of the beam.
