Is this aluminum flashing correct/normal?

I just bought my first house. I was replacing a few pieces of broken siding, when I noticed this rotten osb peaking out from behind aluminum flashing around a window. After pulling the flashing off, I realized the vinyl siding is installed on top of wood siding with a piece of foam insulation in between. Around the windows they've taken up the gap with furring strips (or osb where they appearantly ran out), and covered the strips with flashing. I've replaced the rotten osb strips, but I'm wondering if this whole setup is correct. Do I need to be worried about water getting between the two layers of siding?
