DIY Help: Tap Trailer

I have a family friend who can help with the metal work needed, but I'm still a bit lost on some parts of the project. Particularly the bar shelf below the taps - I just don't see how this shelf is supported. I see the pocket screws on the back side, but it still feels like I'm missing something. I just don't feel the pocket screws would be enough to support the thick shelf, especially if someone put any amount of weight on it. Any general advise on the project or resources that might help are appreciated. This will definitely be my biggest DIY to date.
