Help - started renting and the paint wipes off the wall with water???
I think i want to repaint this stuff.. but I have no idea where to start with this.. when I try to clean dirt or marks off the wall with just a wet rag, the paint melts onto the wet rag. Do I scrub the walls and then paint over them? does it matter what paint I use? or is there a proper way to clean them?
