Otherwise, you'll find it east of the Warehouse, south of the barbershop, and southeast of the Motel. It is open from 6 a.m. to 6 p.m. every day. It's only open until 6 p.m., so going here after the police curfew begins won't allow you to enter. If you visit while it's open, you'll see a merchant inside to whom you can try to sell products or browse their wares if you're only there to buy clothes. Most items are relatively cheap, costing between $30 and $100. While buying an entirely new look early on may be a little tough, you'll make enough money for some clothes in no time.
