I want to lay an area rug basically on a part of my basement floor. Would I just need a moisture repellent pad underneath it?

Sorry for the stupid question but just curious what would be the best way to go about what I'm doing. I have a small section in my basement thats basically it's own room. Just an 11 x 11 room. The floor is still cement so I was wanting to buy an 11 x 11 area rug and lay it down. But I was wanting something underneath too for more warmth and comfort. I see they have moisture repellent pads could I just get that and lay it down then lay down the rug over that? I just want a comfy room that is also easy on thr wallet so I thought of doing this. Would there be anything else to do? And any recommendations on the pad and rug would be nice as well. I was looking at home Depot but not sure if there's other online places that's cheaper.
