Looking for ways to reduce moisture in apartment garage

So I'm in a bit of a weird situation, I have an apartment that has a garage underneath the building that doesn't cost me any extra. It's a shared 2 car garage, 50' deep as the pictures show. I want to get as much moisture removed as possible without doing any major digging/anything that would cost too much. There will be an electrical outlet run into the space somewhere upon my request. Likely on the side wall where the old electric heater is mounted. And the space is shared by other garages like this on both sides. I would like to be able to work on my cars in here. Can't pour concrete or anything major. But how can I make this less damp and more livable? I have a decent budget for this. Completely new to anything like this, I have a storage unit right now with a concrete floor I use as the garage now. I'll be running lights or something to make it brighter as well.
