It requires you to arrest six criminals during one in-game shift, which is especially tricky if you're focusing on parking violations or like to take your time playing. However, despite this seeming very difficult, there are several ways to arrest six criminals in one shift with little to no issues. It may take a while, but once you learn the strategy, it's easy to replicate in the future.
