How to level under shower pan?

Am currently working on a shower remodel for our master bath because the original tiles were starting to crack and the water pooled in a corner of our shower pan (red arrow photo 1). Just completed demo. Found this mound-like area of cement under the shower pan (red arrows photo 3) that definitely explains why the shower plan was not even with the floor. Also found a pretty large hole around the drain the goes deeper underneath (photo 5). My question is… should I try to remove this “mound” of cement, or should I just pour new cement around it to level it? Should I also fill in the space around the drain with cement?? Would also take any recommendations on products that can make this job easier. Would be interested in either tiling the floor or using a new shower pan. Any advice appreciated!
