Ideas to make garage door gap not as bad

The concrete in my garage is pretty rough, big fissures all over. Driveway is like an ocean with all of it's waves. I'm in New England, so maybe they're frost heaves. One mound (pictured) is part asphalt and part cement, extending under the garage door. It lifted the door in the middle, causing big gaps on either side. There is also air underneath the door frame on either side, and the wood is deteriorating. I've done a little spray foam, but want a more permanent temporary fix. Maybe a taller garage door seal to make up the difference, and repair the wood? Water is also creeping under the door and frame, so a solution that solves that as well would be great. Any ideas would be appreciated! I think ideally I should get a new driveway, and remove and re pour the garage floor; looking for something I can do for less money.
