Insulating cinder block garage

Hi all - I got a good enough bonus for the wife to agree to insulating our detached cinder block garage, which I use as a woodworking shop and home to one of our vehicles. I have a full shop and space was already tight, so I need thin wall insulation to save square footage. One wall needs to support a 2-level lumber rack and a French cleat system. Heat will be provided from a 220V electric heater, AC from a window unit, and I’m in the Midwest (20-30°F winters, 80-90°F summers). No budget for spray foam—looking for the best DIY solution. Here’s my current plan: • 2” rigid foam board glued to block (~R-10). • 2x4 furring strips (16” OC) anchored with Tapcons over foam. • 1.5” insulation between furring strips (~R-5-7) • ½” OSB over furring strips. • Lumber rack drilled through OSB and furring strips, anchored into cinder blocks with Tapcons. • Other walls can use drywall or thinner sheathing to save space. Total thickness: ~4 inches. Is this strong enough for my lumber rack? Any better way to keep the wall thin, hit R-13+, and ensure strength? Thanks in advance for any advice.
