Length of I-Beams for small retaining wall with attached privacy fence

Our rear neighbors have a flat yard. We also have a flat yard. The neighbors’ yard is 2 feet higher than ours. There is currently some rotten wood installed at the base of our property line (“retaining wall” of 1.5-2ft) and a 6 foot rotten privacy fence attached to the wall. I don't know if it is really retaining anything because it is completely rotten and the clay soil is hard as concrete anyway. We would like to replace the existing 2ft retaining wall with some metal I-beams and run 3.5” thick PT Redwood between the metal beams. We will install drainage behind the new wall before it goes in. The 6ft privacy fence would then be attached to the top of the metal beams. Again, everything is on the property line (wall plus fence) because that's how we do things here. I have seen that usually the depth of the beam is the same as the above ground height. So 2 feet deep and two feet high. But, with the added fence, I presume that additional depth would be better. Can we do 1/3 above ground and 2/3 below? Meaning 6 foot I beams that are 4 feet below ground and two feet above? (With fence posts attached to the top of the metal I beam to build the 6 foot fence on top, so the fence will be 6 feet on the neighbors side but look like 8 feet for us) 3 questions: Is 4 feet below ground sufficient? Is spacing between I beams of 6 feet (same as fence) sufficient? Or do we need ibeams every 3 feet? Where can we source 6 foot tall I beams for this project? We are located in Northern California. We have an excavator with auger attachment and the neighbor is a former contractor so hoping to do this ourselves. No permit needed for walks under 4 feet so not an issue for 2 feet.
