Paver patio outdoor shower with fenced in stall?

I built an outdoor shower a couple years ago where I built a simple fenced in shower stall with the pickets about 6" off the ground, then for ground cover it's basically just landscaping rocks and some 24"x24" stepping stones. However I'm not happy with how the rocks look now with constant weeds coming through and pine needles embedding themselves and looking dirty. I'd like to redo with a paver base I can just hit with the leaf bower. What's the best way to do this? Was thinking maybe I could take the fencing panels off, remove the rocks, and just build the pavers around the fence posts. However leveling the base layers seems like it may be challenging.
