Should you move to Thirdborn or Paradis in Avowed?
Towards the end of the story events in Emerald Stair, you have to make a choice regarding the citizens of Fior mes Iverno in Avowed during the quest Ancient Soil. After the siege of the Steel Garrote, Fior mes Iverno is reeling from the fallout and wants to relocate to either Thirdborn or Paradis. Surprisingly, the governor of the city allows you to make the decision. So, is it better to move to Thirdborn or Paradis in Avowed? Choosing Thirdborn in Avowed Quilicci is the main person pushing for Fior mes Iverno to relocate to Thirdborn. His argument is they can still freely study animancy there, allowing them to continue their research into the Dreamscourge and other projects. Perhaps if the citizens of Fior stay right under the nose of the Aedyran military force, they can gain an upper hand and learn their strategy. If you choose to send the citizens of Fior to Thirdborn, you're moving them to the next map over in Shatterscarp. Things are much worse in this region, as the Dreamscourge has completely taken over the lands and turned a majority of its citizens into Dreamthralls. The residents of Fior will take refuge in the hub city of Thirdborn, but they won't stay there long. Events soon start to unfold in other parts of the region that play an integral role in the story. I won't give too much away about what happens in Shatterscarp, but if you move the Fior citizens to Thirdborn, you have to make another decision regarding their fate fairly soon. This decision has major ramifications, as some Fior citizens will die as a result of the choice you make. The choice comes during the Shadows of the Past main quest in Avowed. While you can also save Fior citizens, this has implications for how the story unfolds later on in the game. Choosing Paradis in Avowed On the flip side of the coin, you can side with the governor in his argument with Quilicci and send the citizens of Fior to Paradis. This is, naturally, the riskier option on the surface, as Fior is moving closer to the opposition that just tried to burn their city to the ground. However, this is arguably the best choice for Fior, as they're moving to the relative safety of Dawnshore compared to the dangerous wilds in Shatterscarp. While they will be closer to the Steel Garrote, you can save them from the story events that unfold while you're in Shatterscarp, which in turn can save the lives of some citizens. The story events in Shatterscarp won't involve the Fior citizens whatsoever and could make your decision in the Shadows of the Past quest easier when the time comes. If you do decide to send Fior to Paradis, they will relocate near the gates of the city. You can return there and talk to the governor to receive 500 gold and some extra dialogue. You'll learn that the citizens of Fior are doing fairly well under the circumstances, as the Steel Garrote has no idea they're right under their noses. Ultimately, though, it's up to you where to send Fior mes Iverno. If you want some gravity to your decisions later on in Avowed, send them to Thirdborn.
