Solar panels should become main power, grid should complement

In my country the electricity companies are charging a large amount of money to offload back onto the grid. It used to be different but due to understandable reasons they adjusted the rules. We have a 4kWh peak mid day with our solar panels. I would like to add more but then in a east west configuration to flatten the curve a bit. However, adding more would mean more costs when offloading. What I would like to do: Never offload onto the grid Only use grid power once the solar array energy supply isn't sufficient Is this possible and if so, what would we need to get this done? This is my first step to be going off-grid, but the costs for that are too high so we want to do a phased approach.
