What to do with basement flooring?

We have a Cape cod style house built in the early 1960's. We've had a lot of rain in our area lately and one corner of the basement has had a little water leaking in. This area of the basement is finished with drywall walls and carpet. Yesterday we pulled the carpet up and discovered what is probably asbestos tiles underneath the carpet. We're looking for a cost effective way to deal with this without going for any over the top materials or anything, since it's a basement after all. We read that asbestos tiles are fine if you leave them alone. So, we're thinking of covering over the tiles with self leveling concrete and then painting it with epoxy floor paint, like what would normally be used in garages. Does this seem like a good way to deal with the tile? Our main concern is if the self leveling concrete will adhere to the tile, or if we'll have problems with the concrete lifting?
