Window Lintels - for fixing Blinds

I've got a bunch of blinds to fit to our windows, they're going on the inside of the frame - attached to the underside at the top. What I found on the first window was plastic 15mm under the plasterboard. As a totaly noob to fitting anything related to windows, is this just a plastic lintel? And can I just screw directly into that? If not, how do I fix things to the window frame? Plasterboard plugs, Gripits etc won't fit as the plastic stops them from opening. I feel so dumb, as this feels like such an obvious thing - but I've never come across plastic inside the windowframe. I'm assuming it's just like the photo attached.
