3x Primer or Skim Coat for Old Stucco Wall.

Hello, Im in SoCal and got started on redoing my patio (poured cement) which exposed my tattered foundation on my garage. Went ahead and power washed the whole wall to refresh things while I was already knee deep here. Now Im wondering, is it worth skim coating the whole wall to take care of the small cracks or just do Flex More in the cracks / rapid set on small holes and then primer, potentially with a masonry sealer like Dunn Edwards Eff Stop Premium and use Sparta Shield for final coat. Was also looking into elastomeric primer as to aid in filling cracks. FYI I am adding a waterproofing membrane to the foundations and french drains all around the perimeter here.
