Advice on remounting shelf

Sorry for the simple post but I have little experience with DIY This shelf was originally put on the wall in 2020, but the person installing it wasn’t paying attention and used different screw types for the top two screw holes. In 2020, I unscrewed the top two screws and replaced them with the proper ones, but in the process one of the mounting anchors fell into the wall. I didn’t notice it until I saw it about to fall off a few days ago. The shelf is rated for 22lbs and the contents are 19lbs, so it’s fine on that front. It’s clear that it was falling off because only one drywall anchor was attached. I want to remount the shelf and got 100lbs drywall toggle anchors, but I am not sure where to remount it. Based on the picture, the first pencil mark is where the new anchor would be if the middle of the wall-side of the right silver bracket was directly over the hole. Another option would be to hide the hole behind the wall-side white part of the shelf, allowing the shelf to be moved more to the right and giving the bracket more distance from the hole. The pencil marks are not the only possible locations. However, it cannot be moved left or too far to the right because the shelf is mounted over a bookshelf and would look weird if it was too far to the side (it wouldn’t be over the bookshelf anymore). Where should I remount this shelf to keep the structural integrity of it? My thoughts: The force is pulling down, so maybe just using the third pencil mark would be all right since the hole would be to the left and not below?
