Asking for advice on how to insulate home in Florida

Hello! My fiancé and I closed on our first house within the last three months. It's a wee little thing that is one story and only 625 sq. ft. Before we closed we required the previous owner to insulate the attic. The roof has been redone within the last three years and my guess is that they removed all of the old insulation. He agreed, put some insulation in, and took pictures, we signed. Simple as that. Well after buying our first ladder to gain access to the attic we finally discovered what a sorry job he did. He only applied maybe 8-10 bags of cellulose insulation in a small pile. Which are what the pictures he sent us were of. He didn't even bother taking out the plastic bags and just left them in the pile of cellulose. If I were to spread it evenly we may have 1" to .5" coverage. TLDR we need to insulate our attic and possibly the interior walls. We plan on doing it ourselves and I was wondering what a good starting point would be? Radiant barriers or bat insulation?
