How to safely get glue off of this fabric?

I'm restoring a beaded dress from the 90s. The beads are sewed onto the top layer of the dress (probably silk, but could also be synthetic), and there's a metallic lining as well. Someone used a glue that I can't identify (very tough, metallic, but is white once stretched sufficiently by picking at it) to secure the beads near the slit, as shown above. Does anyone know what kind of glue this might be, and how I might get this glue off without damaging the fabric?
