Trick to finding the outside water main?

Today I was going to tackle a couple of indoor plumbing projects (installing water filter and new spigot), but when I went to turn off the water inside, I found that the valve did not turn the water off. I'm trying to think of the last time I had to turn it off, but it worked then and doesn't now. So now I'm trying to find the outside water main. The city website says it should be near the sidewalk or curb, approximately in the middle of the property line. Is it possible that it is buried under a few inches of dirt? I don't recall ever seeing it while mowing. I also have a tree in the approximate middle of the property line between the sidewalk and curb. Assuming I find it, do I need anyone's permission to turn off the water? I feel like my city is always looking for an excuse to charge me for something. submitted by /u/u6crash [link] [comments]
