Multimeter showing 10v and 12? Dryer still tumbles.

First; I know nothing of electricity and I bought thos multimeter an hour ago. Before going off to buy a new dryer I tested the outlet. Its 4 prong and showing 10 volts and 12 volts across. Supposedly it should show 200ish. My question is, the dryer still tumbles fine but no heat. Can a dryer tumble with that low voltage or is it user error of the multimeter.
