Not much experience with this. I believe the float valve is not reaching its shut off point.
I have raised the arm to have the shut valve go as low as it can. My water level is nearly flush with the overflow and no matter my adjustments, water continues to drain continuously. The flap is sealed as no water is entering the bowl. I looked at my other bathroom and they are exactly identical apart from the difference in water level being about an inch lower than the overflow.
