Rooftop pergola Wind Load

I tried to use a patio umbrella with a weight base for my rooftop patio, and it was too much wind resistance and not enough weight. So I want to install this Mirador 80S 10'x10' Pergola. It weighs 308 pounds. It's rated for 73 or 82 mph winds. However, my HOA would like a wind load assessment, do you know somebody in northern Virginia that could do this? Since this is a townhome, I was planning on mounting each corner posts on a 50lb granite patio umbrella base. That would make the total weight of the pergola over 500lbs. I could make it 2 patio umbrella bases per corner post for an additional 200 pounds of weight, but wonder if that's overkill.
