Sealant on external window and doors

Its quite a wide and deep gap that needs work but I'm unsure how to approach it. Do I dig out all the existing sealant first? Can I fill the gap with foam or an alternative first, or do I just need to pump an ungodly amount of external sealant to fill this gap?
