Should I replace the wood on these deck sections?

Everyone I talk to says they have never seen this material used to coat deck before. The middle deck is normal painted wood, but the outer left and right areas are coated. I was going to scrape it all up, but now I realise the moisture was trapped on the top of the planks and it looks like mold. Any advice is welcome
