South Philly rowhome drywall

Hey all - looking for some advice on how to remedy this. Do I just need to scrape off all the gunk and put on fresh drywall mud, then sand/paint? This is in the top floor main bathroom behind the toilet. I’m not really sure how it even happened. TIA! submitted by /u/poetatoeboy [link] [comments]
