These old chairs, any way to salvage them?

These chairs have been around ever since I could remember. They’re more than 35 years old, maybe from Germany? My mom says they’re fake oak whatever that means. Apparently 3 of them used to have arms on them but now there’s only one left that has arms. The last two I photographed clearly have damage. My mom told me to find a nice dumpster to throw them in. My dad smoked around them the entire time they’ve been owned. Are they salvageable? Do you think they can be sanded and painted? They are quite dirty. I don’t have many tools so I would have to sand them manually. Would it be best to spray them with paint or use a brush?
