Washer valve doesn't fully close

I have the cold valve that doesn't fully close. When the installer came to install the new washer they closed the valve and removed the washer hose and found that water was still leaking (not fully open bug leaking enough). So they said they can't install the new washer until I get the valve replaced. I looked at replacing the valve, but I can't unthread it. A plumber mention that we might need to cut the wall and cut the pipe underneath. That would be a lot of work. Is there some thing I can buy that connects to the existing leaky valve, but has it's own valve. It should have the same connector so that washer hose can be connected to it. This will allow me to close the second valve to stop the water.
