Best way to fix a gap under skirtboard?

I am replacing carpets on stairs with LVP and noticed two problems - the previous owner did not feed his dog, and the skirtboard was cut too high in one place creating a large gap. I am mostly concerned about fixing the gap. My best thought so far is to cut the damaged piece out with an oscillating tool, and try to make a replacement with the right dimensions. The second best thought is to glue a piece of wood into the gap, cover it with wood putty, sand, and paint. The chewed part would need to be just painted.
