A coalition of Brazil’s leading football clubs has released a joint statement voicing strong opposition to proposed legislation that would severely restrict gambling sponsorship and advertising in sports.

The statement, signed by multiple clubs, addresses concerns over a substitute proposal to Bill No. 2,985/23, introduced by Senator Carlos Portinho, which aims to impose sweeping limitations on betting operator advertisements at sporting events and venues.

The clubs argue that the proposed restrictions are, in effect, a ban disguised as a limitation. According to the joint statement, if the substitute proposal is enacted in its current form, the Brazilian sports sector could lose an estimated R$1.6bn (approximately $310m) annually.

The prohibition of betting brand exposure on static signage within stadiums would eliminate a crucial revenue stream for clubs of all sizes.

While major clubs would face significant financial losses, smaller clubs, which play vital social and community roles, could face existential threats.

The clubs also highlight potential legal consequences, noting that many have existing multi-year sponsorship contracts that would need to be renegotiated or terminated, leading to further instability and potential litigation.

In the statement, the clubs express support for a recent amendment proposed by Senator Romário, which would allow static or electronic advertising in sports venues if linked to pre-existing commercial agreements.

This amendment, they argue, would provide legal certainty, protect existing contracts, and ensure predictability for clubs, sponsors, and venue operators.

While the clubs acknowledge the need for responsible gambling measures and support the enforcement of advertising standards, they caution against overly broad restrictions.

Citing Italy’s experience with a strict gambling advertising ban, now under review for potential relaxation, the clubs warn that such measures can harm the sports ecosystem without effectively addressing problem gambling.

The joint statement urges Senate committees to carefully consider the potential harm of the proposed ban and to adopt a balanced approach that protects both the financial health of Brazilian sports and the principles of responsible gambling.

The clubs emphasise that Brazil’s betting regulation is still in its infancy, having only come into effect in January 2025, and warn that premature restrictions could undermine the sector’s growth and stability.

As the debate continues, Brazilian football clubs are calling for prudence and responsibility from lawmakers, highlighting the crucial role that sponsorship revenue plays in sustaining the nation’s sports and cultural heritage.
