Help! Replace siding insulation like-for-like or replace with rigid foam insulation?

I’m replacing a section of rotted siding due to improper flashing of a second story deck against the siding. There is no wall sheathing just plywood with tar paper behind it all nailed to the studs. In between the stud bays was r-15 insulation that was coated on the interior up against the drywall. Since there is no sheathing, would an air gap in each stud bay be better than replacing it as it was? If I do replace it as it was, I should upgrade to tyvek instead of tar paper I imagine? —First picture is how the house was insulated — Second picture is a fine home building picture of management of insulation in a home without wall sheathing. — Last pic is the context of the exterior wall with the plywood siding removed. What would you do for best moisture control? P.s. One or two studs will be replaced and the flashing on the deck/ledger will be corrected after, as this was the main culprit of the water damage to the siding.
