How can I fix this from flapping?

My neighbor has this white edging (what is the white piece called?) that flaps in the wind. It’s horribly loud and wakes me up at night as well as gives me awful headaches all day. I want to write a letter to my neighbor (never met them but their house is worth $1.5M so hopefully they can put together the money to fix this) asking for them to fix it or even offering to fix it myself. I have plenty of tools but how would you access such a narrow gap? Please advise how this would be fixed. Would an adhesive work?? It seems like it would be a simple solution but I don’t know what to do. I don’t want to file a noise complaint but it’s sincerely affecting my quality of life all day every day and night.
