How Do I Disengage this Spring Mechanism on these 75 Year Old Windows?

The landlord says the pictured spring mechanism is meant to lock/unlock the windows, but there's a more modern latch-style lock on the windows as well. I've tried inserting a flat-head screwdriver into the center indention and giving it a strong turn. It turns, but nothing much happens. I've not been able to find anything online that looks like the pictured mechanism.
