You cannot summon Doug by throwing hearts at him like you can for all other characters. Stare at the wall for a full 30 seconds without moving. As soon as 30 seconds have passed, Doug will appear in front of you so you can start chatting it up with him. Every time you wish to see Doug again, you have to follow these same three steps.
