How would you fix this?
I found water leaking in my new basement after a rain. I uncovered this disaster under a pile of leaves and dirt. I am cleaning the old caulk away and trying to remove the debris in the space. The width is the space is about 1 inch. The upper portion (depth) of the space will be mostly clear of debris, but the lower portion (about 2 inches down) is dirt.
