Are the illuminated switches causing my issue or something else?

I started with a single outlet and expanded it to a 3 gang box, to add two illuminated switches to control new outdoor flood lights. This is how I connected it, brown being white/neutral. When I energize the power, I am only getting 50ish volts at the outlet, switch 1 will not light up and switch 2 is fully lit. Switch 1 will not work unless switch 2 is turned on.
