Bathroom Heated Floor (Quietwarmth)

I am renovating my master bathroom and was looking into adding a heated floor element. The Quietwarmth kit from HD caught my eye as it can go directly under the LVP and there is no need to embed it into a lever or mortar. I do not have any open breaker slots in my breaker box and was wondering why a dedicated 20 amp breaker is necessary for a device that is rated at 1 amp and is 120 volt/12 watts? Is this just a “belt and suspenders” thing from the manufacturer. I mean doesn’t a space heater, blow dryer, hear straightener, dehumidifier etc pull a LOT more amperage/wattage but doesn’t require dedicate breaker to use???
