Complete interior footing drain or leave it?

So.. bought a house a couple of months ago, real nice custom built house (2002) in middle Tennessee. The 'forever home'. Finished 950 sq ft basement. Started on a small remodel (moving/building a couple walls for a kids bedroom) and pulled a baseboard off and behold, a drainage channel. While I suspected there was an interior footing drain because I can watch the water pour into the sump pump in the utility room during heavy rain, I didn't realize it was unfinished. My plan: perforated PVC pipe in the channel, gravel, and concrete over the top. Sound right? It looks like the footing is down at the bottom of the channel, and none of the concrete foundation walls are leaking/weeping. The water, per the norm, appears to seep in through the bottom. We just got nearly 7 inches of rain in less than 2 days, so this is about as bad as it gets. Or, do I just leave it exposed as is?
