How to build pergola on uneven ground?

I am building a pergola with the Tija system. I am going to put concrete footers to support the 4x4 posts. I am wondering what the best method will be to ensure the posts are all level as the pergola kit requires them to be level. My two thoughts are 1) Try and get the concrete footings as level as possible and then build the pergola piece by piece and hope it’s close enough to level for the brackets to work Or 2) set the posts long and brace them level and plum in the concrete saddle and then set a laser level on the posts at my preferred height and cut them there and then install the brackets.
