How to fill void in concrete basement wall?

Hi, I am refinishing my basement and trying to cut back former oil fill/vent pipes so it doesn't stick out both inside and outside. In doing so the mortar that surrounded the piping has crumbled and fallen out. How can I fill this void? Inject polyurethane expanding foam and patch over the top part with hydraulic cement?
