If you can’t see your friends in your list even though all of you are logged in, someone likely set their account status to Offline. To change that, click on the Steam button in the top left corner of the Steam desktop app and find the "Go Offline…" option. If you see it, you’re already online. However, not all hope is lost yet. There used to be a popular multiplayer mod for Schedule I that allowed up to 20 users in the same game. The mod has been hidden by its author since it’s not updated to match the current version of the game, but it might become available in the future. Even if it doesn’t, I would be surprised if no one else takes over the job and makes a different multiplayer mod.
