In order to finishing painting the bathroom, the water tank for the toilet was removed. Now after reinstall it has a slow leak. Easiest fix?

It has some rubber washers inside of the tank itself (they're about 7/8th inches). My first thought is obviously going to be that the washers are just beat, and releasing the pressure was the final straw for them. Am I right in assuming this?
