Leaking fridge spigot. Please see video

Please excuse the cursing. I don’t really know what this is called but is it supposed to leak? Is it some sort of release valve? This small line goes to a fridge. But why in the world would water be coming out of there? I assume What I’m turning is designed to open and close the spigot. I’m trying to figure out where the water is stopping before it enters the fridge. There’s either a blockage somewhere or something is disconnected as everything worked before a hack contractor got back here and damaged something. He claims it’s back up from calcium buildup, but there’s no calcium buildup anywhere else in the house so I don’t believe that part.
