Raise bookshelves above heater

I'm looking for advice on how to safely raise these bookshelves. We recently moved to a house with hot water baseboard heaters. The heaters are higher than the notch at the bottom back edge of the shelves, so they can't sit flush against the wall and I can't secure the top with brackets to prevent them tipping over. I was thinking to build a box around the heater that will sit on the floor, secure the box to the studs in the wall, then put the bookshelves on top of the box. Do you think this is a workable and safe solution? How much clearance should I have between the heater and the box? Or should I get a plumber to reroute the water so that it doesn't go through this particular heater (there's another heater on the wall 90 degrees from this one and the room is small)?
