Built-in question: before or after flooring?

I'm in the midst of a basement remodel (contracted) and intend to do an entire wall of built-in/permanent cabinets. One thought is to do the cabinets prior to the flooring, directly on the concrete slab, and the other is to wait until after the insulated LVP flooring is complete. My worry of going the first route is the potential for the cabinets to "wick" cold from the slab into the room.
